1) Engineered solutions to volcanic hazards make people safer.

 The idea of sabo dams or other diversion techniques can produce a false sense of comfort. This false sense of security can actually create a greater hazard.

2) Diverting the lava flow or cooling its leading edge will stop the flow permanently.

 Not really. Just because the leading edge of the lava flow has slowed, stopped or turned the source of will continue to produce lava, which may eventually resume its preferred path.
