When constructing an avalanche defense structure the community in which it will protect must have economic means to erect and maintain the structure. This may pose a problem for very small mountainous communities with little economic power. In these circumstances the communities must work together and use earthern material rather than manufactured material. Earthern defense structures require more maintanence, but the the initial cost is less.
